UPDATE: The latest survey from the Independent Broad-based Anti-corruption Commission (IBAC) reveals alarming perceptions of corruption among Victorian officials. Released on September 29, 2025, the survey underscores a significant concern: 81% of responding MPs and 68% of local councillors believe corruption is a pressing issue in Victoria.

The findings are critical, especially as more than half of the respondents identify corruption as a problem specifically among elected officials. The survey, which gathered insights from 219 participants—including 27 MPs and 192 councillors—was conducted between March and April 2025.

IBAC’s executive director of prevention and communication, Linda Timothy, emphasizes the urgent need for action. “The fact that the majority of MPs and councillors perceive their organisations as vulnerable to corruption means IBAC has work to do strengthening corruption resistance in the public sector,” she stated.

The data reveals troubling trends: 89% of MPs and 57% of councillors feel their organisations are moderately or highly susceptible to corrupt practices. Notably, a staggering 96% of MPs cited “inaction,” such as failing to report misconduct, as the highest risk factor among their peers. Meanwhile, 85% of councillors pointed to “favouritism or nepotism” as the primary concern.

Timothy further explained, “We know that IBAC has more work to do in educating and empowering the public sector to build integrity practices.” The survey results highlight the necessity for targeted support and prevention efforts to address these vulnerabilities.

As Victoria grapples with these revelations, the implications for public trust and governance are profound. The findings not only spotlight existing issues but also guide IBAC in prioritizing its resources to bolster integrity across the state.
