The New South Wales government has announced plans to transform a former Sydney Metro construction site in Chatswood into a vibrant community hub, featuring a range of residential, commercial, and community facilities. This initiative will include 180 build-to-rent (BTR) apartments specifically designated for essential workers. Additionally, the project aims to deliver another 1,300 apartments as a mix of market sale and affordable housing, although the specific proportion of affordable units remains unconfirmed.

Investment and Project Details

This development is part of a larger investment strategy, with the state committing $450 million to partner with Landcom in the creation of 400 BTR homes across Sydney. The Chatswood project marks the second secured site under this initiative, following the launch of a 220-apartment development in Annandale. According to NSW Premier Chris Minns, the inclusion of BTR apartments for essential workers—such as nurses, teachers, and emergency responders—is intended to alleviate rental pressures on those whose roles are vital to the community.

“Essential workers are the backbone of not only Sydney but all of NSW and they deserve to have an affordable place to live near their job and community,” said Premier Minns. “This will be life-changing for essential workers, who will get to live not only near their job but in one of the best-connected areas in all of Sydney.”

Community and Urban Development

The draft masterplan for the site encompasses more than just housing. It includes landscaped open spaces, retail and commercial areas, and improved pedestrian and cycling connections. Notably, the heritage-listed Mowbray House will be repurposed for community use, preserving the local history while enhancing the area’s appeal.

Chatswood, located approximately 9 kilometers north of Sydney’s central business district, is a key commercial and transport hub renowned for its diverse dining, retail, education, and healthcare facilities. The suburb currently boasts a median unit price of $1.13 million, underscoring the need for affordable housing options.

“This is a highly productive time for Landcom, where we are sustaining strong momentum across our delivery program,” stated Alex Wendler, CEO of Landcom. “Here at Chatswood, we are leading the development of a major city precinct to do density well and make homes happen. This is a great example of Landcom making the government’s policy ambitions a reality.”

Community feedback on the draft proposal is being solicited until October 27, 2025, after which design modifications will be evaluated. Construction is anticipated to commence in late 2026, with the first BTR apartments for essential workers expected to be completed by late 2028.

This initiative reflects a growing recognition of the need for affordable housing solutions in urban areas, especially for those who serve critical roles within the community.
