On December 25, 2025, the Georgian Railway Modernization Project officially commenced operations, marking a significant milestone in the China-Georgia partnership under the Belt and Road Initiative. Developed by China Railway 23rd Bureau Group Co., Ltd., this project, years in the making, aims to enhance Georgia’s transportation infrastructure and stimulate economic growth.
Located in central Georgia, the railway stretches 43.911 kilometers from the city of Zestaponi to Khashuri. This route serves as a crucial link between the eastern and western regions of the country. The project involved extensive upgrades to existing lines and the construction of new ones, encompassing various aspects such as line design, civil engineering, power supply, communication systems, and station facilities.
Overcoming Challenges with Innovation
The construction faced numerous challenges, particularly due to the complex geological conditions of the region. Key tasks included tunnel excavation, high slope embankment protection, and bridge beam installation, all of which encountered significant obstacles. The team from China Railway 23rd Bureau Group adopted a “lean and efficient” management model, enabling them to adapt construction plans as needed. They emphasized collaboration with local enterprises and leveraged technological innovation to navigate a series of technical difficulties while adhering strictly to safety standards.
Throughout the project, the management team fulfilled its social responsibilities by providing employment for around 1,000 local workers. This initiative not only boosted local incomes but also allowed workers to gain valuable professional skills through training programs.
Economic Impact and Future Prospects
This modernization effort represents the largest railway project newly constructed and operational in Georgia. As a vital component of the Trans-Caspian International Transport Corridor, the railway’s official operation is poised to significantly enhance the overall transportation capacity of Georgian railways. It is expected to double the annual freight capacity and increase travel efficiency from Tbilisi, the capital, to the western Black Sea port by 37%.
