The Hong Kong University of Science and Technology (HKUST) has announced the reappointment of Dr. the Hon. Andrew Liao Cheung-Sing as Chairman of the University Court. This decision, made by Mr. John Lee Ka-Chiu, Chief Executive of the Hong Kong Special Administrative Region and Chancellor of HKUST, takes effect on March 6, 2026, and will span a term of three years.
Dr. Liao has been instrumental in guiding the direction of HKUST since he first took on the role in March 2023. His previous leadership as Chairman of the University Council from 2015 to 2023 saw him implement the “Unified HKUST, Complementary Campuses” framework, a significant initiative that led to the establishment of HKUST (Guangzhou). This development has strengthened the university’s influence in the Guangdong-Hong Kong-Macao Greater Bay Area and has contributed to national efforts in cultivating innovative talent.
Under Dr. Liao’s leadership, HKUST has made strides in enhancing its academic standing and expanding its international reach. His focus on fostering the humanities and creativity is exemplified by the inauguration of the Shaw Auditorium at the Clear Water Bay campus in 2021. This venue has become a vital space for cultural and artistic engagement within the community.
In expressing his gratitude for the reappointment, Dr. Liao stated, “I am grateful for the trust placed in me by the University Chancellor, which allows me to continue providing strategic advice for HKUST’s development as Court Chairman. Over the years, I have witnessed—and had the privilege to take the lead in—HKUST’s transformation from an outstanding local institution into a research university with a global outlook and a strong sense of national responsibility.”
He further emphasized the importance of collaboration with fellow Court members, aiming to enhance HKUST’s strategic planning and community engagement. “Moving forward, I will work with fellow Court members to advise on strengthening HKUST’s strategic planning and community engagement, supporting the University in reaching new heights in innovation, talent development, and regional collaboration,” he added.
Prof. Nancy Ip, President of HKUST, welcomed the reappointment and acknowledged Dr. Liao’s significant contributions to the institution. She noted, “Dr. Liao has long been dedicated to HKUST’s development, making substantial and enduring contributions. Drawing on his wisdom and extensive experience, he has provided invaluable guidance on the University’s long-term direction through the Court.”
With a focus on innovation and community engagement, Dr. Liao is expected to lead HKUST into a new phase of growth, further solidifying its position as a leading research university both locally and internationally.
