
UPDATE: The highly anticipated Goulburn CBD Transformation Project is set to be unveiled to the public, aiming to rejuvenate the city’s core while preserving its rich heritage. Starting from July 28 and running until August 22, 2023, residents will have the opportunity to view and engage with this vital initiative.
The project proposes a dramatic overhaul across four priority precincts, including low-rise housing and a vibrant main street designed to attract visitors both day and night. Local business leaders, including Josh Matthews, president of Business2580, are advocating for these changes, highlighting the urgent need to fill empty storefronts along Auburn Street and enhance nightlife, which currently dwindles after 5 PM on most weekdays.
Mr. Matthews describes the project as a “no-brainer” for the local economy, emphasizing its potential to transform Goulburn into a “true regional city.” He notes the necessity for local cafes and restaurants to have incentives to stay open longer, especially on weekends, to combat the “weekend exodus” where residents travel to larger cities for shopping and dining.
Consultations with various stakeholders, including Heritage NSW and the local Chamber of Commerce, have shaped the project’s vision. David Kiernan, senior strategic planner for Goulburn Mulwaree Council, indicated that community support has been strong, with many residents recognizing the need for change as Goulburn prepares for an influx of 7,000 new residents by 2036.
“This project aims to increase housing supply while ensuring that existing heritage buildings can be better utilized by businesses,” stated Kate Wooll, strategic planning business manager. The proposed changes include amending zoning laws in the CBD, concentrating economic activities along Auburn Street, and implementing noise regulations for venues in residential areas to balance business interests with community needs.
The council has formed a working party with local businesses to prioritize economic goals as the project progresses. Mr. Matthews believes attracting larger franchises could further stimulate the local economy, but stresses the importance of supporting existing businesses to avoid negative impacts on local operators.
“Big business must not wipe out our local backbone,” he cautioned, advocating for a balanced approach that benefits both new and existing businesses. The council’s plans also address the current housing disparity, with over 50% of Goulburn’s population being singles or couples, while most housing options are three bedrooms or larger.
Residents are encouraged to participate in the exhibition at the Civic Centre on Bourke Street and the Goulburn Performing Arts Centre. Council members urge the community to voice their opinions on the project, emphasizing that public input will shape its development.
Mr. Matthews passionately called on local business operators to engage with the transformation process, stating, “It’s going to happen, but how it happens is up to us.”
