A virtual summit hosted by France will convene representatives from approximately 30 countries to strategize on security support for Ukraine following a potential peace agreement with Russia. The meeting, announced by President Emmanuel Macron‘s office, aims to address recent developments in security guarantees and to condemn Russia’s lack of willingness to engage in negotiations.

The summit follows discussions held on August 18, 2023, between European and American leaders in Washington. According to Macron’s statement, heads of state and government will review the efforts made over recent weeks to establish security guarantees for Ukraine in light of Russia’s ongoing refusal to pursue peace.

Coalition Efforts and Military Planning

The coalition, often referred to as the “coalition of the willing,” was formed by France and Britain in February and has been active for several months. It aims to outline military contributions to bolster Ukraine’s defenses against potential future aggressions from Russia once a truce is reached. Despite these efforts, progress has stalled recently, as various governments emphasize the necessity of U.S. security guarantees to underpin any European military involvement in or around Ukraine.

The upcoming meeting will focus on recent military planning, particularly the contributions from army chiefs. It is expected to send a strong message to the U.S. administration, led by President Donald Trump, regarding the lack of progress in direct talks between Russian President Vladimir Putin and Ukrainian President Volodymyr Zelenskiy. Diplomats have expressed concerns that since Trump’s meeting with Putin in August, there has been no significant movement towards negotiations.

Zelenskiy is scheduled to travel to Paris on the day of the summit, although most leaders are expected to participate virtually. The attendance of U.S. representatives remains uncertain, but officials have indicated that Washington will be briefed on the discussions afterward.

Strengthening Ukraine’s Position

In a message on the X social media platform, Zelenskiy expressed gratitude to Macron for his “steadfast support” and underscored the need for a response to Russia’s delays in the peace process. He emphasized that “this autumn, we must do everything possible to strengthen our positions.” Zelenskiy also mentioned discussions with NATO Secretary General Mark Rutte regarding coordinated efforts.

The coalition primarily comprises members of the European Union but also includes countries such as Turkey, Canada, and Australia. Trump’s recent remarks in August hinted at the possibility of U.S. military involvement in post-war Ukraine, including air support, contingent upon European nations enhancing their planning.

Macron stated that the contributions from the coalition would focus on fortifying Ukraine’s military capabilities. This includes defining who will provide training, financing, and equipment for Ukrainian forces. Additionally, the coalition is considering the establishment of a “reassurance force,” which would detail the capacities and commitments of member states in terms of land, sea, and air support. A final aspect of the discussions will involve placing support forces in countries neighboring Ukraine, further enhancing regional security.
