The Hong Kong University of Science and Technology (HKUST) has announced the reappointment of Dr. the Hon. Andrew Liao Cheung-Sing as Chairman of the University Court. This decision, made by Mr. John Lee Ka-Chiu, Chief Executive of the Hong Kong Special Administrative Region and Chancellor of HKUST, will take effect on March 6, 2026, and will last for a term of three years. Dr. Liao has been instrumental in guiding the university’s strategic direction and enhancing its global academic influence since he first assumed the role in March 2023.

Leadership and Achievements

Dr. Liao’s prior experience as Chairman of the University Council from 2015 to 2023 has equipped him with the insight needed to support HKUST’s ongoing development. His leadership has been pivotal in the establishment of the “Unified HKUST, Complementary Campuses” framework, culminating in the founding of HKUST (Guangzhou). This initiative has significantly bolstered the university’s presence in the Guangdong-Hong Kong-Macao Greater Bay Area, facilitating the cultivation of high-end innovative talent.

Under Dr. Liao’s stewardship, HKUST has not only advanced its educational mission but also fostered cultural engagement. For instance, the inauguration of the Shaw Auditorium at the Clear Water Bay campus in 2021 has provided a premier venue for cultural and artistic activities, reflecting his commitment to promoting humanities and creativity both within the university and in the wider community.

In his remarks following the reappointment, Dr. Liao expressed gratitude for the trust placed in him by the Chancellor. He emphasized his dedication to guiding HKUST’s strategic planning and enhancing community engagement. “I have witnessed—and had the privilege to lead—HKUST’s transformation into a research university with a global outlook,” he stated. He also highlighted the importance of the new campus in Guangzhou in establishing sustainable pathways for the university’s long-term development.
