BREAKING: Belgian police have launched urgent raids on the European Union’s diplomatic service in Brussels and the College of Europe in Bruges, targeting suspected fraud linked to EU-funded training programs for junior diplomats. The raids, conducted earlier today on December 2, 2025, were confirmed by the European Public Prosecutor’s Office (EPPO).
As part of the investigation, three suspects have been detained. According to Belgian broadcaster VRT, among those implicated is Federica Mogherini, the former head of EU foreign affairs and currently the president of the College of Europe. The identities of all suspects remain undisclosed, as confirmed by the EPPO.
The raids were executed at multiple locations associated with the European External Action Service (EEAS) and the College of Europe, as well as at the residences of the suspects. Prosecutors indicated they possess “strong suspicions” of fraud regarding a tender awarded for a nine-month training program for junior diplomats conducted from 2021 to 2022. This program was funded by the EU and was won by the College of Europe.
The College of Europe, an esteemed institution where university graduates from EU member states prepare for careers within the EU, has refrained from commenting on the ongoing investigation. The EEAS has also not provided immediate feedback regarding the raids.
During a press conference, European Commission spokeswoman Anitta Hipper confirmed the raids but declined to elaborate on the specifics of the investigation or the identities of those involved.
This unfolding situation raises significant concerns over financial integrity within EU institutions, potentially impacting public trust in EU operations. As the investigation progresses, further developments are expected. Authorities are poised to provide more information as they uncover additional details.
