The United States has formally endorsed a coalition of Ukraine’s allies, pledging security guarantees intended to provide binding commitments in the event of future Russian aggression. This significant announcement emerged from a summit held on March 5, 2024, in Paris, where leaders from various European nations convened to strengthen support for Ukraine amidst ongoing tensions with Russia.
At the summit, US Special Envoy Steve Witkoff emphasized the importance of these security protocols, stating that they serve to deter further attacks and ensure robust defense if necessary. “Those security protocols are meant to … deter any attacks, any further attacks in Ukraine, and … if there are any attacks, they’re meant to defend, and they will do both. They are as strong as anyone has ever seen,” Witkoff remarked.
The coalition’s statement also indicated that allies will engage in a proposed US-led mechanism for ceasefire monitoring and verification. Discussions aimed at resolving the nearly four-year conflict have gained momentum since November 2023. However, Moscow has yet to show any inclination to compromise, particularly following Kyiv’s push for amendments to a US proposal that initially aligned with some of Russia’s key demands.

The leaders’ statement outlined that these commitments could encompass military capabilities, intelligence sharing, logistical support, and diplomatic initiatives, alongside the potential for additional sanctions against Russia. “We all want … peace (in Ukraine) to be fair, lasting and clear-eyed … we want this peace to have its guarantees,” stated French President Emmanuel Macron during a subsequent news conference.
European leaders present, including British Prime Minister Keir Starmer, Polish Prime Minister Donald Tusk, and Italy’s Prime Minister Giorgia Meloni, highlighted the renewed unity between Europe and the US in their commitment to support Ukraine.
Future of Ukraine’s Security
The summit also pledged the establishment of a European-led “Multinational Force for Ukraine” aimed at supporting the rebuilding of Ukraine’s armed forces and enhancing deterrence, with the proposed backing of the US. Kyiv has consistently asserted that it cannot guarantee its safety without assurances comparable to the NATO alliance’s mutual defense agreement.
